No, but I know it can and is done with solvents - I just assumed the same thing here. Pressure wash could work, I just can picture how they keep the stencil flush with the surface (so water doesn't go under the edge and clean more than it's supposed to. Solvents and detergents, you have more control with, as you can lightly spray like paint stenciling. Now I have to know for sure - time to bug Telus! 100% sure? Because it looks more like the work of a stencil and a pressure-washer to me. Cleaning your name into a sidewalk with a pressure-washer is an old trick.
